1. General provisions
1.1. These Rules govern the submission, review, revision and possible publication of scientific materials in the Proceedings of the XIII International Scientific Congress ‘Sport, People and Health’, to be held on 28–30 April 2027 (the Congress).
1.2. The Organiser is the International Public Organisation for the Promotion of Science and Sport ‘Sport, People and Health’ (МОО «Спорт, Человек, Здоровье»), OGRN 1117800001274, INN 7814160983, KPP 781401001.

1.3. Submitting a paper means that the author agrees to the review rules, but does not in itself guarantee inclusion in the Congress Proceedings and Programme or automatically transfer exclusive rights to the Organiser.
2. What the author submits
2.1. The author provides the paper title, selects the language, presentation format and scientific section, adds co-author information and uploads the main file. A presentation may be attached separately.
2.2. Current requirements for length, structure, formatting, file formats and deadlines are published on the ‘Scientific submissions’ page and in downloadable guidance. In the event of a discrepancy, the requirements version specified when the paper was submitted applies unless the Organiser has proposed otherwise in writing.
2.3. The author is responsible for accurate information, readable files and timely upload of a revised version.
3. Originality and third-party rights
3.1. The submitting author confirms that the work was created by the named authors, contains accurate source references and does not infringe copyright, related or patent rights, confidentiality, trade secrets or other third-party rights.
3.2. Borrowed tables, figures, photographs, text extracts and other material are used only to the extent permitted by law, with attribution to the author and source and, where required, permission from the rights holder.
3.3. The paper must not be submitted simultaneously to several publications as an identical publication and must not have been published previously in the same form, unless the Organiser has agreed in advance to republication or expanded use.
3.4. The author discloses any material conflict of interest, funding source and use of generative systems where these may have affected the content, interpretation of results or authorship. A generative system cannot be named as an author; people remain responsible for the final text.
4. Co-authors
4.1. Authorship includes only individuals who made a substantial contribution and agree to the contents, author order and submission of the paper.
4.2. The submitting author confirms that they:
- have named all co-authors and have not included any non-authors;
- have informed each co-author about these Rules and personal data processing;
- have authority to submit the paper for consideration;
- have obtained each co-author’s agreement to the final text and stated author order;
- will provide evidence of authority or arrange independent confirmation by a co-author on request.
4.3. Before publication, the Organiser may notify co-authors and request independent confirmation. Where authorship is disputed, review and publication are suspended until the authors or a competent authority resolve the issue.
5. Research involving people and sensitive data
5.1. The paper must not contain data that identifies a patient, research participant or other third party without a proper lawful basis, the necessary consents and, where applicable, ethics approval.
5.2. Medical documents, images, biometric data and health information are anonymised. Removing a name alone is insufficient if the person can be identified from a combination of characteristics.
5.3. On request, the author provides evidence of ethics approval, informed consent or lawful data use without supplying excessive medical information to the Organiser.
6. Review, revision and decision
6.1. The paper undergoes a completeness check and scientific peer review. The Organiser may request corrections, change the proposed scientific section by agreement, accept or reject the paper, or remove it from consideration for a breach of these Rules.
6.2. Editorial corrections to spelling, punctuation, references and technical formatting are permitted without changing the meaning. Substantive changes are agreed with the author.
6.3. Before the paper is sent for final publication, the submitting author may request its withdrawal. Once it has been included in the layout, assigned bibliographic details or published in the proceedings, removal is restricted; corrections or retraction are considered separately.
6.4. If plagiarism, falsification, false authorship, infringement of rights or breaches of ethical requirements are identified, the Organiser may suspend review, reject the paper, remove an unpublished file, or publish a correction or retraction notice to the extent permitted by law.
7. Separate publication permission and proposed licence
7.1. After accepting a paper, the Organiser sends the author the final version and a separate request to confirm publication. Without that confirmation, initial submission alone does not grant the right to publish the paper in the proceedings.
7.2. Following acceptance of the final version, the rights holders grant the Organiser, free of charge, a simple (non-exclusive) licence for the entire duration of the exclusive rights in the work, without territorial restriction, to:
— reproduce the paper in printed and electronic scientific proceedings;
— distribute copies of the proceedings;
— publish an electronic version of the paper within the proceedings and separately on the official Website;
— make the electronic version available to the public so that anyone may access it from any place at any time of their choosing;
— retain the proceedings in the archive without a separate time limit, within the licence term, and maintain public access through the official Website’s ‘Archive’ section;
— supply the necessary bibliographic information and text to the Russian Science Citation Index (RSCI);
— create technical, backup and archive copies, change the file format and make agreed editorial and technical changes that do not distort the work’s content.
The licence is not exclusive. Exclusive rights remain with the rights holders.
7.3. The licence is non-exclusive: the authors retain exclusive rights and may use the work in other ways, subject to obligations to other publications. Translation, substantive adaptation, advertising on the author’s behalf and granting broader rights to third parties require a separate basis.
7.4. Authors’ names are retained when the work is used. Consent to publish full names, organisations, positions, academic degrees and titles is obtained separately as consent to dissemination of personal data.
8. Retention and access
Drafts, rejected papers, reviews and published materials have different retention purposes and periods. Access to unpublished files is limited to authorised staff, editors and reviewers.
9. Enquiries and disputes
Questions, corrections, withdrawal requests and reports of infringement should be sent to info@sport-health.ru with the full name, paper title and number. The parties seek to resolve disputes through correspondence; Russian Federation legislation applies.
10. Electronic confirmation
The author separately confirms:
- originality, rights and authority relating to co-authors before submitting the paper;
- agreement to these Rules;
- publication and the proposed licence — only after acceptance of the final paper version;
- dissemination of the listed author information — through separate consent.
The Controller records each document’s version, confirmation date and time, and user and paper identifiers. Checkboxes are not preselected.
